An official state document known as a "nativity certificate" attests to the applicant's state of origin or the fact that their ancestors (their parents and/or grandparents) are natives of that state. The state governments of India, not the Indian federal government, are the ones that issue nativity certificates.
If an applicant is PIO eligible for registration as an OCI, the State Government of India will issue a nativity certificate by a person not lower than a District Collector or District Magistrate.
